This plug is the right size for your culvert, and it can handle up to 4.5 PSI in the culvert (the plug is always twice what the flow is). With your culvert, is it concentric? There will be no issues sealing the plug will "span" the corrugations. But if it is "spiral culvert" then you will have to use closed cell foam in the corrugations and then put the plug in place. As the plug expands it will push the foam inward to seal the pipe. The PDF specs are available.
